Expanded Public Works Programme (EPWP) Train-the-Trainer Project




The Expanded Public Works Programme (EPWP) Financial Literacy Project is a collaborative consumer education initiative implemented by the Financial Sector Conduct Authority (FSCA) through its Consumer Education Department (CED) in partnership with the Department of Public Works and Infrastructure (DPWI). 

The FSCA is mandated to promote financial education and enhance the ability of current and prospective financial customers to make informed and responsible financial decisions. In fulfilment of this mandate the FSCA entered into a formal collaboration with the DPWI in 2016 to deliver structured financial literacy training to participants of the EPWP. 

The EPWP is a national government programme aimed at poverty alleviation through economic development. It targets disadvantaged and unemployed South Africans by providing short‑term work opportunities and income support through labour‑intensive public and community projects. While the programme provides critical income relief, many participants remain financially vulnerable due to limited access to financial education. 

the FSCA signed a three‑year Memorandum of Agreement (MOA) with the DPWI covering the period April 2023 to March 2026 to provide financial literacy training to EPWP participants to address this gap. The programme consists of structured financial literacy workshops designed by the FSCA and delivered nationally.  

The project educates EPWP participants about the importance of financial literacy and equip them with the knowledge and skills needed to better manage their finances and become more financially resilient. This aim recognises that improving financial knowledge and confidence is essential to enabling EPWP participants to maximise the benefits of temporary income, reduce financial stress, and build resilience against economic shocks.
